Motion: That the board accept the Staff Evaluation and Self-Evaluation forms (see attached) for use in all line staff position (PS, PC and any future positions) performance reviews, and that performance reviews be conducted at 3 months, 6 months and 1 year for the initial year of employment, and annually every year thereafter.

Motion: I would like to make a motion that the current NACA staff positions entitled, “NACA Office/Training Program Manager” and “NACA Administrative Assistant II” be merged into one position entitled “NACA Program Specialist”. A national search shall take place with the assistance of Mainstream Media who shall work with the Executive Director and the Board of Directors to release a position announcement in January 2013 with a proposed start date for the position of March 1, 2013. The job announcement shall be based on the board approved job description for “NACA Program Specialist” attached in this email. It is understood that current NACA staff are welcome to apply for the position as well.

Job Title: NACA Program Specialist

Summary
Coordinates activities in the NACA Corporate Office by performing the following duties personally or through subordinates.
Essential duties and responsibilities include the following.
- Analyzes and organizes office operations including data entry, bookkeeping, correspondence, statistics from source materials such as survey sheets, questionnaires, and training evaluations, filing, requisition of supplies, outgoing resale orders, and other clerical services.
- Ensures effective, consistent administrative operations of the NACA Corporate Office to improve efficiency of work.
- Manages all telephone, electronic mail, credit card and facsimile services, and responds to all inquiries, concerns and requests for information and assistance by phone, fax, letter and email.
- Directs specific inquiries to appropriate personnel. Records and processes orders for merchandise or service, and oversees processing and reconciliation of daily cash and credit receipts. Oversees accounts payable duties.
- Formulates procedures for data retention, protection, retrieval, transfer, and record retention.
- Oversees maintenance and smooth operation of office machines, computer, calculator, copiers, and any other general office machine.
- Responsible for the dissemination of all incoming mail and correspondence, as well as the preparation of all outgoing mail, including bulk mailings and training program materials.
- Maintains and replenishes all inventories of training materials and merchandise.
- Oversees the design and maintenance of the NACA website and database, while remaining abreast of current technology trends and developments of the worldwide web, including benefits and use of listservs, Facebook, blogs, Twitter, etc.
- Designs and/or assists with NACA CD-ROM/DVD projects and duplication, to include material scanning.
- Performs software/hardware computer upgrades as necessary.
Qualification Requirements:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily, and have the ability to work independently, take initiative, and maintain good communication with other NACA staff and board. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience:
Associate’s degree or equivalent from a 2-year college or technical school, or 2 to 4 years related experience and/or training, or equivalent combination of education and experience. Must be able to perform in Microsoft access-developing databases, designing Access forms, and building reports needed to assist our members. Position requires Intermediate IS and/or Internet experience to include knowledge of WWW and HTML graphic design, computer network operations and maintenance. Ability to perform advanced complex repairs and upgrades on a wide variety of computers and peripherals. PC proficiency to include word processing, spreadsheets, databases, and the internet.
Language Skills:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to members, potential members/customers, the general public, and other employees of the organization.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute postage rates, both regular and bulk. Ability to understand, create and revise Microsoft Access and Excel formulas.
Reasoning Ability:
Ability to apply common sense understanding to carry out detailed but uncomplicated, written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
Certificates, Licenses, Registrations:
Valid Driver’s License, NACA Academy Graduate or equivalent is preferred. A+ or Network+ certificate is desired.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be able to stand; walk; sit; use hands to handle or feel objects and reach with hands and arms. Must occasionally lift and/or move up to 60 pounds.

This is a responsible subordinate position dealing with the daily Corporate Office activities of the National Animal Control Association.

If the motion is approved by the board the Executive Director immediately move forward in contacting Kansas City Non Profit Association for this service

Motion: I would like to make a motion that the NACA 2013 Budget as proposed at the last Board meeting in the Corporate Report be approved with the following changes:
Changes approved per motion, 2nd and vote at the Sept 8th, 2012 Board meeting:
- No Cost of living raise for the current staff
- Change acct 0-605 to $177789 (was $180346)
- Remove 0-672 Cat Expense
- Add a new line item for Board Members to travel to State Associations (must be approved by the President) $6000.00
- Add a new line item for Disaster Training $1500.00
Changes not previously approved:
- Increase 0-620 Professional Services to $6000.00 (was $2500.00).
Note: The dry-cleaning expense the was discussed is not a line item, it is included in the 0-675 Miscellaneous account.

We are going through many changes (hopefully transitioning from paper to types of media and distribution), that will hopefully save us money in the long run, but we do not yet know the start-up costs or savings.
