Director, Iowa City Animal Care and Control Center 1993-Present
Direct operations of a progressive, open-admission municipal shelter serving a countywide population of 130,000. Produce an annual and proposed three year budget projection. Negotiate and administer contracts with neighboring cities and county government to provide sheltering, enforcement and emergency assistance. Develop and oversee a budget of $677,000, with a record of never exceeding overall fiscal year allotments. Supervise division personnel, including officers, animal care technicians, clerical staff and contracted veterinarian, as well as a group of over 400 volunteers, a program coordinator, and foundation director. Work directly with foundation to assist with fundraising efforts, volunteer and foster training, and community outreach programming. Routinely handle complex and sensitive situations involving both the public and contracting jurisdictions. Act as the public informational officer for the division, frequently speaking to elected officials, government entities, public and private agencies and media outlets regarding animal services issues and operations. Developed and presented professional workshops in public relations, investigations, officer safety, urban chickens, animal handling and capture techniques, animal hoarding and mass impound and disaster planning and resource management.

Dave is currently 11-months from having 30 years of in the field and management experience. He started as an officer, became Kennel Supervisor, Field Operations Supervisor, Operations Supervisor, Operations Manager and currently serves as Coordinator. He works with 32 fellow employees in an operation that handles between 12,000 and 14,000 animals per year. Dave serves on the National Animal Control Association board, as well as the Louisiana Animal Control Association board. In this position I am solely responsible for the planning, coordinating and supervising of a comprehensive Animal Control Program for the County of Santa Cruz. I am responsible for the interpretation and enforcement of animal related laws, supervising animal control officers and dispatchers, creating and monitoring programs related to spay and neuter, creating and implementing animal disaster response protocols, responding to and serving as Incident Commander during County declared emergencies, animal licensing and humane education, investigating and prosecuting animal cruelty and neglect situations, supervising animal shelter staff and animal shelter activities in the absence of the Shelter Manager and presenting information to the public through formal speaking engagements and through media interviews. As Regional Director of a 10-state region, developed State Director programming to advance and influence state, local and federal legislative priorities; attended legislative meetings; provided testimony and lobbied legislators. Also served on state and local government and animal organization committees, councils, and boards, attended conferences and represented HSUS in speaking engagements, etc.
Professional Consultant for Sheltered Views Consulting - 2000 to Jan ‘03
As an animal welfare consultant, provided professional services in four very diverse capacities. Appointments included:
- Director of Education and Advocacy for Kindred Spirits Animal Sanctuary. Co-authored the American Humane Association operational guide on the handling and care of reptiles in the shelter environment.
- Animal Welfare Representative for Kitsap County (KC). Served on the animal control ordinance revision working committee under the direction of the KC Prosecutor’s Office. Served as KC Hearing Examiner for potentially dangerous and dangerous animal appeals.
- Liaison Representative and Advisor Facilitated the transition of an adult cat foster center on the benefactor’s estate from a humane society operation to a local rescue group operation.
- President, Washington State Federation of Animal Care and Control Association. Serving in this capacity for 5 years, coordinated legislative efforts, initiated a collaborative approach to legislative efforts with the Washington Animal Control Association, and was responsible for the implementation and events coordination of an annual Pet Overpopulation Summit .
